This does just barely feel warm to the touch at first but it continues to get warmer as your pet lays on it. It must make a difference because I always give my pets multiple bedding options (straw, cedar chips, or pillows) and when it gets the least bit cold, this is the choice they all make. I have both cats and dogs and the same is true for both. They seem quite happy with them and really appeciative to have them.
I put one of these in an igloo and filled the other side with straw. This turned out not to be a good idea because the straw got stuck all in the cover. I ended up using this without the cover because the straw was still quite useful for insulating the doghouse. I don't think the fuzzy cover would make much of a comfort difference anyway. The cord is wrapped with wire to prevent chewing and damage from kinking and the plastic body is sturdy. I have used these for 2 winters and they still look like new.
I would recommend this for any pet exposed to the cold or any aging pet that could use a little extra warmth on their tired old bones.I bought this for my dog who stays in the garage in a crate at night when it is cold. It really does help keep him warm. While it is not hot, you can definitely feel the warmth in the crate--and because it is kind of cut in half, he can roll off and get cooler if he needs to. I just really like it and will probably get another one to use in his igloo outside.

I have older outside dogs and we live in a cold climate. These are sturdy, well made and it fills only half of their igloo houses, this give them the option to lay directly on it, partially on it or on the opposite side depending on the air temperature. They really love these.Read Best Reviews of K&H Igloo Style Heated Pad Cover Here
The heated pad that this product is rigid plastic, so it would be really nice to have a soft cover over it. K&H Lectro-Kennel Igloo-Style Heated Pad, LargeSadly, although the cover itself is soft and inviting, the elastic straps meant to hold it in place do not do their job. They are rather flimsy, simple diagonal elastic straps sort of like the kind on older mattress pads. A complete cover, like a pillowcase with a zipper would work better.
My dogs are the type who like to rearrange their beds and the Igloo is in a place where I cannot easily 'make the bed' every day. If you have a more easily satified dog or if you intend to straighten things up often, this product may work very well for you. For me, it has become a yard toy instead of a bed cover! My dog seems to like it, it's barely warm to the touch.I'm sure that's the idea so that the pup doesn't get burnt. We live in snow country and only use it in the garage when we have to be gone for an extended of time. I bought a cover, but there was one in box. I don't recall seeing it listed in the ad.
